Plot Summary

Frank Penny (Aaron Eckhart) is a disgraced cop looking for a shot at redemption after killing a child abductor. The abductor had kidnapped the only child of a serving police officer Volk (Giancarlo Esposito) who was also running the operation to nab the kidnapper. He was lured out by the ransom money in a garbage can bit, but was alerted to the presence of police officers, and ran, when he ran into Frank (who was on beat patrol in the same area) and was shot down when he tried to kill Frank.The abductor's brother sends a live link of Volk's daughter Claudia to him which shows a 64 min clock and she being inside a glass cage, slowly filling with water. Volk wants no more help from Frank and asks him to leave. Ava is a Vlogger who vows to bring "real" news to the people. She is able to get the scoop from Frank that Volk's 11 yr old daughter has been kidnapped.With the police chief's 11-year-old daughter' life on the line, Frank goes rogue to try and save her. But to find the girl, Frank will need the help of Vmelogger Ava Brooks (Courtney Eaton), whose live-streaming news channel is broadcasting Frank's every move. While a city watches, Frank and Ava race against time and not only do they have to face every daring obstacle but also the abductor' brother who is out for revenge. Ruth Carter (Dina Meyer) runs news network coverage in the area and hates that Ava is able to get the scoops that could help her ratings instead. Maya Prinz (Betsy Landin) is Ruth's reporter on the ground. Ruth then decides to put Ava's live broadcast live on her network TV.Frank finds the kidnapper's car, but is chased down by Ava. Frank convinces Ava to help him in finding the kidnapper's associate, who is still holding Cluadia. In the car Frank finds passport photos as an address. They track down the address to find that the kidnappers are brothers Max and Dean Keller (Ben McKenzie). Max was killed by Frank and Dean is still alive, holding Claudia hostage. They find the registered address for Max and Dean. Before Frank can contact Volk, he is attacked by Dean in broad daylight. Under heavy fire, Frank decides to lure Dean away so Ava can broadcast Dean's address to Volk. Ava does so, but then follows Frank into a building. Dean now holds Ava as well, who is still streaming live. Frank saves Ava and both realize that Claudia might not be at the address that they got for Dean. Dean is handed off to the police, but he escapes while being taken to the hospital.Now Ruth contacts Ava and gives her a new address of a property that the brothers recently inherited. At the house Ava finds the pic of a girl with Max and Dean. Ruth figures out that the pic belongs to Max and Dean's sister Naomi who drowned after the explosion in a Meth lab run by the brothers. Police didn't enter for a full 64 mins due to fear of chemicals and the official in charge was Volk. Ava and Frank reach the property and find it booby trapped with explosives. Dean attacks with the emergency van he stole, and to save themselves Frank and Ava set off the explosives, which lead to Dean's death. Before dying Dean alludes that Claudia is buried 6 feet underground. Frank remembers seeing woodwork from a cemetery inside the house and deduces that Claudia is buried in a particular cemetery where Naomi was buried and heads there with Ava. They reach the plot but Claudia is buried 6 ft under. Suddenly a large crowd gathers and helps Frank extract Claudia. They came after watching Ava's live feed. Frank saves Claudia in the nick of time.
